Office of the City Administrator:
The City Administrator is appointed by the Mayor and confirmed by the Common Council as the Chief Administrative Officer of Kiel. The City Administrator is responsible for the daily operations and administration of the City within the guidelines of City ordinances, policies, and procedures as well as state and federal law, and responsible for implementing directives from the Mayor and the Common Council.
Administrator Biography:
Dave Funkhouser was appointed to the position of City Administrator in July of 2024. Dave, his wife Jill, and their 6 children have lived in the City of Kiel for almost 20 years. Prior to his appointment to City Administrator, Dave spent 34 years working in law enforcement in the State of Wisconsin. For the first 17 years of his career, Dave worked for the Cities of Delafield and Pewaukee, serving at the ranks of Patrol Officer, Detective, Lieutenant, and Captain before being appointed Chief of Police for the City of Kiel. Dave served over 17 years as Chief of Police for the City of Kiel before retiring in 2023. After retiring as Chief of Police, Dave was employed in the private sector as a business account executive managing strategic partnerships with public safety associations and municipal insurance companies, providing risk management solutions and also training on leadership, risk management, and wellness for First Responders. Dave is a nationally known public speaker who provides presentations for both the public and private sector on the topics of leadership, crisis management, trust building, organizational culture change, Wellness, and more. In his free time, Dave enjoys spending time with his family, camping, downhill skiing, and team sports.
